Now we can bury this overly drawn-out story. The 2010 Tour is looking to have a more competitive race than in 2009! A lot of guys will presumably be in it that were effectively absent in 2009: Basso, Evans, Valverde, Leipheimer (injury), Gesink (injury)...

Alberto Contador, Astana reach preliminary agreement

Whatever happens to Astana in 2010, I have a feeling Contador will create his own team in 2011. He has previously said that he wouldn't engage with another team for less than two years. Now that he's avoided other teams (despite clear wishes to race elsewhere), he'll be free to create his own after only one year, which was the original rumored timeline.

Astana can't even afford to pay salaries as it is. Nobody should take this seriously... the money would fail to materialize faster than Michael Rasmussen at a doping control.

Alberto Contador appears to be renegotiating his contract with Astana, all with the intention of ensuring his participation in the Tour de France. Among the new provisions: That Alexandre Vinokourov not compete at the Tour, and that any doping positives on the team would free Contador from his contract, thereby allowing him to switch teams.

His goal is to podium in 2010. It is realistic, considering his palmarès. Apart from the hard work ahead, his main concern may simply be Euskaltel-Euskadi receiving an invitation, as the team suffered several doping scandals in 2009.

Fränk Schleck hopes to share podium with brother Andy

Some say Andy will have to let go of Fränk to win the Tour, but I think they're each better together. Sharing the podium is a realistic goal. Andy should be stronger in 2010, and Fränk should be too, not suffering knee injuries stemming from the 2009 Amstel Gold Race. (Unforseen events/injuries notwithstanding.)

Cadel Evans signs with BMC

With Cadel Evans, Alesandro Ballan, and George Hincapie, BMC should receive several wildcard invitations in 2010. On paper, BMC + Cadel is more deserving of an invite to the Tour than was Silence-Lotto + Cadel. It's normal that Team BMC should be present at the 2010 Tour.

Apparently, UCI rules state that, if a ProTour team hasn't submitted certain key documents to the UCI by Oct. 20, then that team's cyclists are free to nullify their contracts if they so wish.
